Shirley Diaz

VICE PRESIDENT

Shirley has lived in Ouray County since Labor Day weekend 2006. She worked as the Executive Director of the San Miguel Regional Housing Authority for 12 1/2 years, was a member of the Ouray County Housing Authority until it was retired for an Advisory Committee, and remained on that Committee until it ended. Since May 2019 she has been consulting on deed restrictions, written a federal grant for Family Self-Sufficiency funds, reviewed and evaluated HUD and US Treasury Department (CDFI program funding) applications for grant awards up to $6M. She currently sits on the Colorado Mountain Housing Coalition (CMHC) Board as Chair of the Board.

Jeanne Jambor

Acting Treasurer

Jeanne Jambor has executive, serial entrepreneur and investor experience and is a resident of Ouray County.  She currently serves as an executive director/founder of the Circle of Dreams Foundation which focuses on funding organizations that support Nature’s Commons.  Prior to forming the foundation, Jeanne served as the Chief Operating Officer/Chief Financial Officer for 15 years at Real Capital Analytics, Inc. (RCA), a private equity backed real estate company.  She also served as CFO for several financial services start-up ventures in addition to creating her own real estate investment firm.

She holds a CPA and undergraduate and graduate degrees from James Madison University and Virginia Commonwealth University.  Jeanne loves to mentor others that have a desire to grow their organizations and looks forward to creating more affordable housing in Ouray by growing the Home Trust.

Jeanne also serves on the board of the Ridgway Pickleball Club.  If she isn’t playing pickleball, mountain biking or golfing, you might find Jeanne scuba diving around the world! 

Alex Durham

BOARD PRESIDENT

Alex graduated from Ouray High School in 2008. She returned back home after college and began finding ways to stay connected to her community. She began coaching volleyball at the Ouray High School and started working at Voyager Youth Program in 2016 where she is now the Executive Director. She also serves as a board member for AXIS Health Systems. Alex has an educational background in speech language pathology, behavioral health, and early childhood education. She is passionate about finding sustainable childcare solutions in Ouray County and affordable housing is a crucial component of that. In her spare time, Alex enjoys hiking, skiing, traveling and spending time with her husband and pups!

Jodi Brown

BOARD DIRECTOR

Jodi is a 3rd grade teacher at the Ridgway Elementary School. Prior to finding her passion in the classroom she worked for the local non-profit, the Pinhead Institute, to provide STEM programming for elementary students in the region. And as a Montessori teaching assistant at the Telluride Mountain School. In addition to serving on the HTOC board she serves on the Ouray County Ranch History Museum board, as well serving on Ridgway School District’s District Accountability Committee and the Staff Retention Committee. Jodi’s hope is to represent those like her who work and live in this county, who also desire to be a homeowner one day in the county she serves. She firmly believes in the HTOC’s mission of helping to create “economically diverse community”.

Craig Spearman

BOARD DIRECTOR

Craig has bounced around the Western Slope for 15 years -- living in Durango, Gunnison, Delta, and Montrose. This is Craig's 9th year teaching high school humanities at Ridgway Secondary School. Craig has experienced Colorado's housing crisis first-hand, especially as it pertains to teachers, police officers, firefighters, and other public servants who struggle to live in mountain towns. Like most people who migrated to Colorado from the flatlands, Craig spends as much time in the mountains with his wife, two young children, and their dog.

Marc Hitchcox

SECRETARY

Marc Hitchcox has lived in Ouray since 1994. He helped create the first GIS system for the County, ran a landscaping company, and worked for a local Landscape Architect and an Engineer. He currently operates Ouray T-shirts and Momentos and has been a Realtor for the past 15 years. 

Some of his past service activities include coaching middle school soccer, teaching Tai Chi, driving the Ouray County EMS ambulance, sitting on the Board of the Wright Opera House, helping folks with Smartphones at the Montrose Senior Center, and serving as a City of Ouray Councilmember.

When not otherwise busy you can find him disc golfing, playing foosball, jeeping, gardening, or traveling, which is his favorite thing to do and talk about.

Josh Smith

BOARD DIRECTOR | CITY OF OURAY COUNCIL MEMBER

Josh, his wife Heather, and son Levin moved to Ouray full-time in 2014 after being long-time visitors and part-time residents. Together they own and operate several small businesses in the city of Ouray. Josh has a degree from CU Boulder in environmental design and a background in the field of residential architecture and design; ranging from custom homes to small-scale neighborhoods and luxury developments. Josh and his family moved to Ouray for its natural beauty, unique character, amazing school system, and vibrant community. Josh looks forward to maintaining the qualities and character that make Ouray the special place it is as it grows and moves into the future for both its residents and visitors to enjoy.

Jake Niece

BOARD DIRECTOR | OURAY COUNTY BOARD OF COUNTY COMMISSIONERS

Jake is a lifelong Coloradan who lived the housing crisis for most of his adult life until he built his home in 2018 with an income qualified Rural Development loan. He considers himself lucky to have secured a permanent home in Ridgway, and wishes to use his position as a homeowner to expand affordable housing availability in Ouray County. Niece is a founding board member of the Home Trust.

Preston Neill

BOARD DIRECTOR | TOWN OF RIDGWAY MANAGER

Preston is the Town Manager for the Town of Ridgway and has served in the role since the beginning of 2020. He has a Master of Public Administration degree from Arizona State University, and has over 10 years of experience working in municipal government. He spent a large part of his upbringing on the Western Slope, specifically in Ridgway, and is thrilled to be a full-time member of Ridgway’s engaged and friendly community. Preston recognizes the importance of addressing housing affordability as it’s an avenue for lifting people out of poverty and increasing economic mobility.
